NOTICE OF RACE


1. ORGANISING AUTHORITY
The Organising Authority is the Windsurfer One Design Class Association, on behalf of the Australian Windsurfing Association Inc.

2. RULES
This Championship will be governed by the 'rules' as defined in the Racing Rules of Sailing 2009-2012 Windsurfing Competition Rules except where changed by this Notice of Race (NoR) or by the Sailing Instructions (SIs).

3. ADVERTISING
Advertising will be restricted to Category C.

4. ELIGIBILITY TO ENTER
This Championship is open to competitors using Windsurfer One Design and Junior One Class sailboards and equipment complying with the class rules, as modified by this Notice of Race.

5. ENTRY FEE
5.1     The entry fee includes a Zikh rash vest (normally retailing for $49), the Beach Party, and wine tasting at the Salamander Shores hotel adjacent to the club. A buffet meal during the wine tasting is available for $30.

5.2    Fees -     Windsurfer One Design                          $150
Junior One (with adult's three-course meal at presentation)         $90

5.3    All intending competitors shall register at the Race Control venue on Thursday 23 January, 2009 between 09.00 and 11.00 hrs; OR Friday 24 January between 09.00 and 11.00 hrs. The Race Control venue is the Port Stephens Aquatic and Sailing Club, Salamander Bay, Port Stephens.

6.     COMPETITION DISCIPLINES
6.1.  Competition for the Open Division will be conducted in course racing, slalom, freestyle, marathon and pentathlon all in accordance with class rules.
6.2     Competition for the Junior One Design will be conducted in accordance with the Addendum to Notice of Race.

7.     COMPETITION DIVISIONS
7.1     Competition in Open fleet will be conducted in the following weight and gender divisions:-
7.2    OPEN FLEET
7.3    Men -        Lightweight - less than 75kg
                               Mediumweight - 75 kg - 85 kg
Heavyweight – Over 85 kg
Women
7.4    Male competitors shall be weighed at the time of registering and shall compete in their relevant weight division.
7.5    Pentathlon scoring will be conducted in the following divisions (subject to entry numbers):-
7.6    Men – Overall
    Junior- not turned 16 as at 23/1/9
    Youth- not turned 19 as at 23/1/09
Master - 40 and over as at 23/1/09
Grand Master - 45 and over as at 23/1/09
Ancient Mariners - 55 and over as at 23/1/09

Women – Overall
Youth - not turned 19 as at 23/1/09
Master - 40 and over as at 23/1/09
Grand Master - 50 and over as at 23/1/09

7.7    Classic Fleet – If more than three entries are received, there will be a Windsurfer Classic trophy/ies for early versions of the Windsurfer with daggerboard and short-battened “pinhead” sail. Scoring will be determined by the Race Committee after registration.

7.8     SILVER FLEET
7.9    Silver Fleet is intended for less experienced sailors or those with little recent experience, such as (but not limited to) those who have not finished in the top 75% of a national windsurfer championship in the past 10 years. Entry into Silver Fleet is subject to Race Committee approval.
7.10    Silver Fleet shall start with the Open Fleet and will sail with the Open Fleet for the first triangle (or triangles) of the course. The Silver Fleet course will normally end close to the end of the leeward mark and Silver Fleet finishes will be taken at that point.
7.11    Silver Fleet competitors may choose to sail on after recording a Silver Fleet finish and complete the entire course to record an Open finish. Any competitor who does so shall be scored in the Open fleet as well as Silver Fleet. However they are warned that the Race Committee will NOT delay a restart to allow them to complete the Open course.     

7.12 JUNIOR ONE DESIGN

7.13    The Junior One Design championships will be sailed in conjunction with the Windsurfer One Design championships but at a different time and on a different course. Competitors must be under the age of 16 as at 23/1/09. Maximum sail size is 4.5m and equipment and competition is subject to the provisions of the Addendum to Notice of Race. Scoring and Divisions will be determined by the Race Committee.
7.14    Competition for the Junior championships will be held on short courses closer to the beach when possible. It is intended that competition for the Junior championships will not clash with the competition for the Open championships so that Juniors may also race in the Open and Silver Fleets.
7.15     It is intended that racing will be in two divisions 3.5m and 4.5m class. The 3.5 Class intended to cater for younger or less experienced sailors using sails of 3.5m or less. Both Classes shall start together but it is intended that the 3.5m Class shall sail a smaller course.
7.16     Barracouta 4.5m and 3.5m sails may be available for hire; contact Chris Thompson on 0405 160 125. Please note that numbers of sails are limited.
 
8. SCHEDULE

The competition schedule will be in accordance with the following and notices to competitors. The Championships is an 'on call regatta' however the course racing or marathon disciplines shall not be held on January 23 2009.

No discipline will be started after 16.30 hrs on the 26 January, 2007. For this purpose,
the warning signal (if relevant) will be considered the ‘start’ of a discipline.

9. EQUIPMENT

9.1     It is the responsibility of each competitor to ensure that their equipment conforms to the current class rules according to rule 78.
9.2       Downhaul systems which can be adjusted whilst sailing without the need for the sail to be in the water shall not be used.
9.3   Outhaul systems which can be adjusted whilst sailing without the need for the sail to be in the water shall not be used.
9.4  Competitors in the Junior One class shall use equipment that conforms to the Addendum of Notice of Race.

9.5    SMALL SAILS
9.6    Silver Fleet and Junior One competitors may use sails of 4.5m or less ("small sail") complying with the Addendum to Notice of Race for Junior One. However, any competitor using a small sail in a Windsurfer One Design race shall be scored in that race behind all competitors who finish the course using a standard (6m) One Design sail. All competitors finishing with a standard (6m) One Design sail shall be ranked in order of finish. All Silver Fleet and Junior competitors who finish with a small sail shall be ranked behind them, in order of finish.
9.7    The Race Committee may choose to permit small sails to be used by Youth competitors in heavy conditions, after consultation with the Youth sailors. If small sails are permitted in the Youth fleet, scoring shall be in accordance with 9.6.

10. SAILING INSTRUCTIONS
Sailing Instructions will be issued at the time of registering on 23 and 24 January, 2009.

11. RACING AREA
Competition will be conducted on the waters of Salamander Bay and Port Stephens.

12. COURSES
The courses to be sailed will be described in the Sailing Instructions, apart from the marathon which will be displayed visually at the briefing prior to the marathon start. The standard Course Racing course will be a triangle, followed by a windward/leeward leg. Silver Fleet finishes will be taken at the end of the triangle.

13. SCORING
The Low Point System, Appendix A shall apply to course racing and marathon and wherever otherwise specifically mentioned in the Sailing Instructions. Slalom, freestyle and pentathlon will be scored in accordance with class rules. For the pentathlon scoring, competitor ties in the slalom and freestyle will be scored in accordance with rule A7.

14. PRIZES
Trophies will be awarded to the first, second, and third placed competitor in each competition discipline and pentathlon division, subject to entry numbers. Further prizes are at the Race Committee's discretion.
 
15. BUOYANCY
With the exception of when competing in the slalom and freestyle disciplines, all competitors shall wear personal flotation devices which are in good condition and are in accordance with the specifications issued or approved by a national authority or as approved by the Organising Authority (changes rules 27.1 and 40.1). Attention is drawn to rule 1.2.

16. ENTRY DISCLAIMER

It is the competitor's sole decision to enter this Championship and to start and or continue to compete. By way of entering, competitors acknowledge that their participation in this Championship can be dangerous and shall accept that their involvement is at their exclusive risk in every respect. They shall hold harmless the Organising Authority, its officers, members, servants and agents and all other competitors in respect of all liability for any injury to their person and or loss or damage to their property howsoever arising from their participation or intended participation in this Championship and acknowledge that the Organising Authority, its officers, members, servants, agents and other competitors accept no responsibility in respect of loss of life, personal injury or loss or damage to property which may result by reason of a competitor’s participation or intended participation in this Championship or arising for whatever reason in connection with this Championship. Attention is drawn to rule 4.


17. INSURANCE

17.1 Every competitor shall have public liability insurance considered appropriate by the Organising Authority for not less than $10m for any one incident. Insurance can be obtained at registration by joining the Class Association for a fee of $20 (one event) or $40 (one full year).

17.2 Every competitor who signs the Entry Form and enters is deemed to have made a declaration that they have such insurance. Competitors found not to have such insurance shall have their entry revoked.

18. VENUE & FACILITIES

18.1 The venue is the Port Stephens Sailing and Aquatic Club at Seaview Crescent, Soldiers Point (behind the Salamander Shores hotel).
18.2    Competitors are warned that Port Stephens is a large waterway with strong tides and shoal areas.
18.3    Some board storage is available at the clubhouse during the event.

ADDENDUM TO NOTICE OF RACE


THE UNOFFICIAL STUFF

The Junior One racing is all about learning and fun for those under 16. The sailing will normally be held when the Open fleet is not racing - i.e. in the morning from before the breeze picks up, or in the late afternoon. Races will be very short and held just off the beach (apart from the mini-marathon, which will be held over a longer course if conditions permit). Note that any highly competent Junior One sailor can also compete in the Open fleet.

THE VERBAL ASSISTANCE
We want to make the Junior One sailing a fun learning experiences. We also don't want to put anyone who doesn't have an experienced sailor to turn to for advice to be disadvantaged. So sailors can, with the Race Committee’s approval, choose to get verbal assistance and instruction during the racing, but the Race Committee will be attempting to ensure that the coaching will not affect placings significantly; i.e. a coach may give Junior sailors advice on how to sail better, but such advice shall cease when the Junior sailor is about to pass another competitor. The aim to allow sailors to learn during the regatta and have more fun, without it becoming a competition to see who has the best coach. The Race Committee may vary any placing affected by on-the-water coaching.

SEE RULE 5 –VIOLATION OF THIS RULE MAY RESULT IN DSQ OF JUNIOR SAILORS AND COACH!

THE GEAR
We don't want to be picky and we want everyone to have fun, but we want to keep the sailing fair. If your partner or kids want to get involved and all you have spare is a lightweight carbon mast and boom and 4.5m monofilm speed sail, bring them along - but they may end up with a little bit of added weight to make the rig a bit heavier than the standard Barracouta gear, for instance.

THE OFFICIAL BIT- RULES

1.     Junior One competitors are permitted to use the Windsurfer Classic, Windsurfer One Design, Windsurfer Fun, and Bombora Prelude boards (all being boards of the same weight, shape dimensions and hull design as the current Windsurfer One Design). Other boards over 3.5m long and over 19kg (eg TC Runner) may be permitted at the discretion of the Race Committee. Potential competitors are warned that Raceboards and short boards are unlikely to be permitted due to their differing performance and strength characteristics.
2.     Junior One competitors shall use sails measuring 4.5m2 or less. The use of any sails not made by Barracouta Sails to the Junior One Design 4.5 and 3.5 pattern are subject to the approval of the Race Committee, whose decision shall be final. Competitors please note that it is anticipated that camber-induced sails with cambers fitted may not be approved for strong-wind races. Only one sail shall be used per competitor, subject to the provisions of Pt 4.
3.     Masts and booms used in the Junior One fleet do not have to comply with the Windsurfer One Design Class rules however the use of any equipment not supplied for the Windsurfer One Design by Windgenuity or earlier One Design manufacturers or Barracouta Sails is subject to the approval of the Race Committee whose decision shall be final. Masts may be shortened. Competitors please note that masts and booms with a significant component of carbon fibre may be required to be fitted with correctors (which can simply be lines wrapped around boom or mast) to bring them to a weight approximately equal to the standard Windsurfer One Design spars.
4.     Competitors who have commenced the series using one sail may use a smaller sail in later races. However, any competitor who changes to a smaller sail in this manner shall be placed behind any finisher who has not changed sails in the races where the smaller sail is used.
5.     Alternative Penalties may apply for outside assistance. Coaching may be provided to sailors on the water, however coaches and sailors are warned that such coaching is intended to assist sailors who are not sailing at their best and coaching should NOT be allowed to significantly affect the placings. The Race Committee may choose to apply any penalty it feels equitable if any competitor’s final placing is considered to be assisted or impaired by coaching. Anyone providing verbal assistance shall not interfere adversely with any competitor. Violation of this instruction may result in any penalty that the jury deems appropriate, up to, and including the disqualification of the assisted sailor and the coach from the regatta.

6.    The Race Committee, Association, Australian Windsurfing Association, Windsurfing NSW and Port Stephen Sailing and Aquatic Club shall not provide coaching or other verbal assistance and take no responsibility for the assistance provided to sailors or its adequacy or safety.
